Derechos de la Madre Tierra

DISCURSO EN LA SESIÓN INAUGURAL DE LA CONFERENCIA DE LAS PARTES SOBRE EL PROTOCOLO DE KIOTO. 29/11/10
Gracias Sra. Presidente:
Bolivia en nombre de Cuba, Dominica, Ecuador, Nicaragua y Venezuela, miembros del grupo de la Alianza Bolivariana para las Américas (ALBA-TCP) se adhiere a lo expresado por el distinguido delegado de Yemen en nombre del G77 más China, y cree firmemente que el corazón de los resultados en Cancún está en la adopción  del segundo periodo de compromisos, con reducciones ambiciosas y domésticas de los países Anexo 1, a través  de la Enmienda al Anexo B del Protocolo de Kioto. 
Son 7 mil millones de seres humanos que están esperando que salgamos de Cancún con compromisos ambiciosos de reducción de gases de efecto invernadero. Los países desarrollados son quienes históricamente han emitido estos gases y han hecho una sobre utilización de la capacidad de procesamiento de la naturaleza, por lo tanto ellos deben mostrar su liderazgo y asumir sus compromisos para estabilizar la temperatura de nuestro sistema climático.
Después de cinco años de negociación no podemos  aceptar que sigan primando los intereses de poderosos grupos económicos antes que la supervivencia del ser humano y la preservación del único hogar que tenemos: nuestra Madre Tierra.
Los compromisos legales de reducciones de emisiones de los países Anexo 1, no pueden estar condicionados al mercado de carbono y a la creación de más mecanismos de flexibilidad que finalmente permitan a los países desarrollados eludir sus responsabilidades y trasladarlas a los países en desarrollo mercantilizando la naturaleza.
Es fundamental el respeto y cumplimiento del régimen legal vigente sobre Cambio Climático con la adopción del segundo periodo de compromisos que debe comenzar sin dilación el año 2013. Esta obligación de los países Anexo 1 no solo tienen un componente legal vinculante a  nivel internacional, sino también un carácter moral y ético con la humanidad y el planeta.
El incumplimiento de las obligaciones de reducción  del Protocolo de Kioto puede provocar un genocidio que no solamente atentará contra la vida de la humanidad, sino también de la Madre Tierra, generando un nuevo tipo de delito que en el futuro se conocerá como ecocidio.

Thanks Ms. President:
 Bolivia on behalf of Cuba, Dominica, Ecuador, Nicaragua and Venezuela, members of the Boliviarian Alliance for the Americas (ALBA-TCP), supports what it has been expressed for the distinguished delegate of Yemen on behalf of the GTT and China, and firmly believes that at the heart of the outcomes of Cancun is the adoption of the second period of commitments, with ambitious and domestic reductions of the Annex I countries, through the amendment of the Annex B of the Kyoto Protocol.
There are seven million of human beings who are waiting that we will leave Cancun with ambitious commitments in the greenhouse gases emissions reduction. Developed countries are who historically have emitted these gases and have made an overuse of the capabilities of the processing of nature, therefore they must show up their leadership and to assume commitments to stabilize the temperature of our climatic system. 
After five years of negotiations we cannot accept that the interests of powerful economic groups predominates instead of the survival of the human beings and of the preservation of the unique home that we have: our Mother Land.
The legal commitments of emissions reductions of  Annex I countries cannot be conditioned to carbon markets and to the creation of more flexible mechanisms that finally allow developed countries to avoid their responsibilities and to transfer them to developing countries through the merchantilizing of nature.
It is fundamental the respect and the fulfillment of the current legal regime about Climate Change with the adoption of a second period of commitments that must begin without delay in the year 2013. This obligation of the Annex I countries has not only a legal binding component at an international level but also a moral and ethical character with both the humanity and the planet.
The non-fulfillment in the reduction obligations of the Kyoto Protocol can cause a genocide that will threaten not only the live of the humanity but also of the Mother Earth, generating a new type of offense that will be known in the future as ecocide.

CANCÚN: MILES DE ACTIVISTAS ESPERAN LA VISITA DE MORALES

Cancún, MÉXICO,(ABI).- Miles de activistas esperan la visita del presidente Evo Morales a Cancún, donde el lunes se inauguró, de forma paralela, el Foro Alternativo a la Conferencia de la ONU sobre Cambio Climático (COP-16), para que las organizaciones sociales discutan temas relacionados con el calentamiento global.

    "Todavía no sabemos la fecha exacta, pero él (Morales) ya confirmó que se reunirá con los dirigentes de las organizaciones sociales, es más, ya lo incluimos en la agenda, porque es un hecho, estamos por definir si será en las instalaciones del foro alterno o afuera del hotel Moon Palace, sede de la COP-16", dijo Alejandro Ramos, integrante de la Comisión de Logística del encuentro altermundista.

    El también integrante de la asociación ambientalista, Diálogo Climático Espacio Mexicano refirió que el interés de las organizaciones por reunirse con Morales que proyecta exponer el trabajo que realizan los colectivos alternos, que buscan estrategias en torno al Tribunal de Justicia Climática.
