Proposal to build a Vía Urbana and an alert system on expropiations

A Vía Urbana would give the inhabitants of the world an instrument that will allow the movements to advance in the defense of economic, social and cultural rights. It would also help to stop the policies of expropiations and to cause the creation of suitable housing.

The seminar put to evidence that 15% of the world population is threatened of being expropiated of which countries like Nigeria, India, South Africa, Kenya, Italy, France, Puerto Rico, the Dominican Republic, Mexico, Colombia and Brazil, among many others, are the most affected.

It was noted the importance of constructing an international system of alerts to inform of the expropiations that are happening. These alerts would happen through the creation of satellites in the countries or territories that are affected, so that the information can go out instantaneously and effectively.

Included among the instruments already won by the social movements on an international level that were mentioned are the Statute of the City (Brazil) and the European Charter for the Right of the City.

The IAI asked the people present to demand of their local municipal goverments to declare their territories as "cities free of expropiations". The municipal goverment of Rome has already declared ther city free of expropiations and has taken steps to use vacant houses and distribute them among needy families.

Among the proposals about the next steps to take to create a world with zero expropiations are: 1) demand the goverments to declare their territories "free of expropiations"; 2) create an international alert system on expropiation; 3) create a Popular Fund for Housing and Land; 4) draft a World Charter on the Right of the City; 5) constitute a Vía Urbana as a common space of the social movements.
