Giving continuity to the process of continental
coordination initiated in
Teotihuacan, Mexico in October 2000 at the First Summit
of Indigenous
Nations and Pueblos of the continent, a second
continental summit of
Indigenous Pueblos and Nationalities of Abya Yala will
take place in
Quito, Ecuador from July 21-25, 2004. The event takes
place prior to the
First Social Forum of the Americas.

This second summit shall be a forum for debate and
encounter to exchange
the richness and experiences of struggle, of cultures,
of the realities
and the processes of political organization of the
Pueblos and
Nationalities of the continent of Abya Yala in order to
develop
alternative proposals in accord with our cosmovision
that serve to extend
ties of solidarity and consolidation in continuity of
our existence as
distinct Peoples. There will also be established a
mechanism of permanent
linkage between the indigenous pueblos and
nationalities that will allow
participation in the process of the Social Forum of the
Americas and the
World Social Forum, as well as initiatives to
strengthen alliances with
other sectors within the continental sector.

Equally shall be developed regional strategies to
confront the policies of
international organizations and multilateral
organizations such as the
United Nations, the Organization of American States,
the International
Monetary Fund, the World Bank, the International
Development Bank, and the
World Trade Organization; and to evaluate the processes
of the projects of
the Declaration on the Rights of Indigenous Peoples, as
well as the
Permanent Forum on Indigenous Issues and the Decade of
Indigenous Peoples
which is now concluding. To develop this summit an
organizing commission
has been established comprised of the Confederation of
Indigenous
Nationalities of Ecuador (CONAIE), the Confederation of
Pueblos of the
Kichwa Nationality of Ecuador (ECUARUNARI), the
Coordinator of Indigenous
Organizations of the Amazon Basin (COICA), and other
institutions in
solidarity with Indigenous Peoples.

The proposed agenda will deal with themes concerning:
Lands, Territories
and Natural Resources; Autonomy and Self-determination,
Diversity;
Plurinationality and Sustainable Development;
Indigenous Knowledge and
Intellectual Property; Rights of Indigenous Peoples and
multilateral
organizations; Nationalities and Indigenous Peoples,
Social Movements and
the World Social Forum; Gender and Participation of
Indigenous Women;
Political Participation and Alternative Governance; and
Militarization.

This summit will take place at the Colegio de Miguel
Hierro de las
Hermanas Lauritas, located at Santillan Street 240 and
Avenida La Gasca,
three blocks from Seminario Mayor in Quito from July
21-25, 2004.
